He brings the <br />knowledge, understanding, and talent <br />to address Ramsey's distinct needs and <br />opportunities. Phil will oversee the project <br />team and serve as a resource to Tina. <br />Phil has extensive experience working <br />with cities to deliver day-to-day planning <br />services and prepare comprehensive plan <br />updates. He is adept at collaborating with <br />City staff, various commissions, and the <br />public to achieve a community vision that <br />stakeholders can support. <br />Along with his comprehensive planning <br />expertise, Phil has more than 30 years <br />of experience working on zoning studies, <br />master plans, redevelopment projects, <br />environmental reviews, and designing mixed <br />use, residential, retail, office, and industrial <br />projects. He is frequently called as an expert <br />witness in land use and zoning cases. <br />Phil has experience designing and <br />implementing mixed -use town centers with <br />form -based codes that encourage increased <br />RAMSEY CORE PLANNING TEAM <br />density, pedestrian traffic and conservation <br />practices.
