Organization <br />William Weber, AICP, PTP <br />Primary Planning Consultant <br />Bill Weber has more than 18 years experience in municipal development <br />review and zoning administration plus other specialized city planning <br />experience. <br />He served for three years as the consulting planner to the City of Oakdale <br />and for 16 years as the planner for the City of Vadnais Heights. With both <br />Cities, he provided the same services sought by the Ramsey — review land <br />development applications of all kinds, amend the zoning and subdivision <br />ordinances, prepare design guidelines, create district plans, and participate in <br />Planning Commission and Council meetings as requested. <br />Bill has a wealth of other city planning experience that may be valuable to <br />Ramsey. He has prepared zoning ordinance amendments, design guidelines, <br />comprehensive plans, redevelopment plans, economic development plans, <br />transit -oriented development plans, bicycle network and corridor plans, park <br />system plans, housing assistance plans, capital improvement plans, <br />environmental impact statements and grant applications. <br />Nearly all of Bill's clients have been Cities and other public agencies <br />although he has worked for private land development companies both as a <br />consultant and as an employee. He also has studied real estate development <br />and finance at the University of Minnesota and with the National <br />Development Council. This dual perspective has helped him become a more <br />effective and wiser public sector planner. <br />As a result of his extensive background, Bill has knowledge in the many <br />areas necessary for sound review of site plans and plats: urban design, <br />grading, drainage, surface water protection and regulation, plantings, <br />lighting, traffic engineering, surveying, utilities, land use law, real estate <br />finance, the land development process and public communication. <br />He has drafted amendments to zoning ordinances and written entirely new <br />and complete zoning or subdivision ordinances. Having administered some <br />of the ordinances he has written gives Bill an added insight to the <br />importance of careful wording. <br />Bill has a Master's Degree in Urban Planning from Michigan State <br />University and a Bachelor's Degree in Sociology from the University of <br />Notre Dame. He was previously employed with BRW, Inc., URS <br />Corporation, Toll Brothers Housing and McCombs Frank Roos Associates. <br />2-2 Proposal to Provide City of Ramsey Planning Services <br />
