Experience <br />The Services of Weber Community Planning <br />Approximately 90 percent of the work of Weber Community Planning is <br />related to community planning and zoning. The balance is service to the <br />private sector in matters related to land development or expert witness <br />testimony. <br />Of the municipal work, approximately 30 percent consists of development <br />reviews and zoning ordinance amendments. <br />Weber Community Planning has the time available to serve the City of <br />Ramsey very well. That commitment of time to Ramsey will be protected. <br />Mr. Weber has an excellent record of providing services on time and within <br />budget. <br />Approach to Zoning Administration <br />The first obligation of a planner in the review of a land development <br />application is to faithfully and fairly apply the letter of the ordinance The <br />opinion of the planner should not be substituted for the ordinance when the <br />ordinance is clear, and each applicant should be treated in the same manner <br />However, there are often gray areas in an ordinance or a plan. Some <br />provisions of a Code, such as variances, special use permits or planned -unit <br />developments, allow for and encourage interpretation with the aim of <br />creating an outcome that is more beneficial for the community as well as the <br />applicant. <br />Mr. Weber has proven that he has the experience and knowledge to <br />understand how to balance protecting existing, neighboring land uses against <br />promoting growth. With Bill, it is never all one way or the other. He tends <br />to approach each review with the assumption that the overall goal is to build <br />a city according to the comprehensive plan and that each development can <br />benefit past and future residents or businesses if designed properly. The <br />challenge is to understand the aims of the comprehensive plan, the letter of <br />the City Code, prevailing Council opinion and the art of site design. <br />Bill takes each review through a series of steps or screens to arrive at a final <br />recommendation to the City Council. Typically, these include considering <br />Proposal to Provide City of Ramsey Planning Services 3-1 <br />
