WEBER <br />Date: 15 October 2010 <br />To: Vadnais Heights City Council <br />From: William Weber, AICP, Planning Consultant <br />Subject: Walmart Building Addition <br />Recommended Action <br />That the City Council approve the Revision F site plan, preliminary plat, easement vacations <br />and special use permit for the 29,840 square foot expansion of the Walmart store contingent <br />on these measures: <br />1. Preliminary Plat: That the small triangle of land west of Arcade Street (Outlot A) be <br />dedicated to the City. <br />2. Hours of Truck Traffic: That the Development Agreement state that no semi -trailer <br />trucks will enter or leave the site between 10 PM and 5 AM. <br />3. Building Facade and Signs: That the building architect present for City staff <br />approval the final design of the building facade and all signs to be used on the site <br />including wall, freestanding and traffic signs. <br />4. Pedestrian Lighting along County Road E: That the question of which pedestrian <br />lights should be installed along County Road E, when and by whom is resolved through <br />discussions between the City and Walmart representatives. (See page 15 of my memo). <br />5. Photogrammetric Plan: That an updated photogrammetric plan showing lighting <br />levels across the site be submitted for staff review. <br />6. Security Cameras: That security cameras be installed in the parking lot. <br />7. Other Staff Recommendations: Any other requirements of the City staff. <br />8. Development Agreement: That the applicant enter into a Development Agreement <br />with the City that specifics these and other requirements. <br />Recent Amendments <br />Since the Council review of September 21st, the applicant has made these changes to the plan: <br />• Added seven landscaped island to the western side of the parking lot, all of which have <br />shrubs and wooded mulch, and five of which have trees. <br />• Added three landscaped islands to the center of the parking lot that include over story <br />trees plus shrubs and perennials. <br />• Created a continuous driving aisle along the southern and eastern sides of the site that <br />may serve development along the freeway and south of this site. Moved the Arcade <br />Street access point south. (See page 12.) <br />• Adjusted access to the pharmacy drive -through and the truck dock. <br />• Relocated the infiltration pond.
