Vadnais Heights City Council <br />Walmart Building Addition — 15 October 2010 <br />Page 2 <br />Applications Submitted <br />Wal-Mart Realty Company has submitted these applications: <br />• Site Plan <br />• Preliminary Plat <br />• Vacation of easements <br />• Special Use Permit (amendment to the 1993 permit) <br />Public Notices and Comments <br />A public notice of these applications was posted and mailed to landowners within 350 feet of <br />the site. The City Planning Commission heard public comments on these applications at a <br />meeting on August 23' . <br />Conformance with the Recommendations of the Planning Commission <br />The applicant has revised the plans to meet all of the recommendations of the City Planning <br />Commission, which reviewed these applications on August 23. <br />Zoning <br />The site is zoned City Center. All development in the City Center zoning district requires a <br />Special Use Permit. <br />The properties to the immediate south and northeast of the site are zoned City Center. <br />Current Site Conditions <br />The site is presently occupied by a 125,510 square foot Walmart building and parking lot that <br />were constructed in 1993. <br />Proposed Improvements <br />Walmart wishes to expand its current store by 29,840 square feet on its southern end to a total <br />of 155,350 square feet for the purpose of providing additional grocery and pharmacy sales. <br />There may also be another, small retailer inside the Walmart store. Additional improvements <br />would include: <br />• Renovating the building facade <br />• Expanding the store's vestibule eastward <br />• Adding a second entrance on the east side <br />• Relocating the southwest access point (near the truck dock) <br />• Closing the northwest access (near the garden center) <br />• Repaving the parking lot <br />• Adding landscaped islands in the parking lot <br />• Improving the entrances and drive aisles <br />• Adding two truck docks and reconfiguring the truck dock area <br />• Adding a drive -through for the in-store pharmacy; That feature would be located near <br />the southeast corner of the building expansion <br />• Adding screened, at -grade cooling condensers along the south side of the building <br />• Replacing and improving some of the landscaping <br />• Adding pedestrian seating areas and one sidewalk <br />• Changing the drainage and adding an infiltration pond <br />• Changing the signs on the front of the building and on the pylon along the freeway. <br />Construction is proposed to begin in Spring of 2011. <br />3824 Huntington Avenue St. Louis Park, Minnesota 55416 <br />952.451.4818 bill@weberplanning.com <br />
