Mayor Gamec questioned if the property was being split with no additional building taking place. <br />Zoning Administrator Frolik stated that no other building permits will be allowed without <br />construction of a public road. <br /> <br />Councilmember Hendricksen stated that he was disappointed that Staff did not do the research <br />what he requested. He stated that the parcel has had a history of coming back numerous times to <br />the City Council trying to grant Metes and Bounds Subdivision and reviewed previous meeting <br />minutes stating that since 1983 the Cc~uncil has been consistent with denying the lot split without <br />a public road. Councilmember Hendr/cksen stated that he does not think council should support <br />subdivision without a public road. <br /> <br />Zoning Administrator Frotik stated that in 1983 the property was granted a variance to build a <br />home which stated that no other building permits would be granted without a public road. Ms. <br />Frolik explained that Mr. Danner used the variance granted in 1983 to build his home and is now <br />wanting to subdivide the property. <br /> <br />Mayor Garnet stated that no building permits can be issued without a public road and that the <br />only concern would be getting fire protection into the property. <br /> <br />Fire Chief Kapler stated that he visited the site and reported that part of the driveway is gravel <br />and the section nearest the home is asphalt. The driveway is narrow but very well maintained <br />and stated that cases such as this cause some unique difficulties for emergency response, but in <br />this case a lot split would not cause any additional hardship because no new dwelli~, g units will <br />be allowed without a public road. <br /> <br />Motion by Councilmember Hendricksen, and Seconded by Councilmember Zimmerman, direct <br />staff to address the findings of fact for denial of metes and bounds subdivision; case of Ronald <br />Darmer. <br /> <br />Motion can/ed. Voting Yes: Councilmembers Hendr/cksen, Zimmerman and Anderson., Voting <br />No: Mayor Gamec. <br /> <br />Motion by Councilmember Hendricksen, seconded by Councilmember Anderson to table item <br />until findings of facts are received. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7 <br /> <br />Request for Site Plan Approval; Case of Knoll Proper.ties, LLC <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey has received a request for site plan <br />review and approval fi-om Knoll Properties. The plan proposes to construct an <br />office/manufactmSng/warehouse facility on Lot 1 of the A.E.C. Energy Park 4~ Addition.
