Since the <br />June 8th meeting, staff has received a request to strike the gambling prohibition and <br />clarify furniture use section. The following rental policy issues discussed to date include: <br /> <br />Issue of providing later rental hours on weekends and holidays: The draft <br />provides for facility rental from 7:00 a.m. to 10:30 p.m. Monday through Friday, <br />and Saturdays and Sundays from 9:00 a.m. to 9:00 p.m. No rental is offered on <br />State recognized holidays. The existing policy allows facility usage between the <br />hours of 7:00 a.m. and 10:30 p.m., but does not distinguish between weekdays and <br />weekends. City staff, outside of police officers and emergency snow plowing <br />crews, are not on duty to assist with problems that develop in rented facilities on <br />holidays. The overtime costs associated with having a staff member respond in the <br />event of plumbing problems or other breakdowns, far exceeds the current rental <br />charge. <br /> <br />Issues of prohibition on gambling: The cities of Coon Rapids and Brooklyn Park <br />prohibit gambling in their rental policies. Coon Rapids, in an effort to allow senior <br />bingo, has applied with the Minnesota Gambling Board to grant the City exempt <br />status and allow senior bingo offering prizes less than $10 in value. Based on <br />concerns for bingo games by the elderly, the prohibition on gambling has been <br />removed. If Council desires, staff can further research the exempt status to allow <br />senior bingo only. <br /> <br />Use of Furniture and Equipment: Staff was directed to add the following <br />sentence to the policy on page 4, "All furniture shall be returned to the original <br />arrangement at the conclusion of the meeting or event." <br /> <br />Staff presence for after hours and weekend rental of the Municipal Facility: <br />Due to the lack of available staff to be present for after hours and weekend <br />Municipal Facility rentals, the draft provides for the current practice of allowing <br />key rental for City Hall to be continued. A combination lock has been ordered for <br />the downstairs fire access door to the fire garage, to keep out non-municipal <br />personnel.
