Currently, Ramsey regulates carnivals only by verifying a <br />property owner has granted authorization for a carnival to occur on the parcel and charging <br />$150.00 for a license fee. Staff drafted an ordinance regulating carnivals through a licensing <br />process, and presented the draft to Council on May 25, 1999. Council directed Staff to research <br />other communities for other methods of regulating carnivals. A summary of the responses <br />follows for Council consideration. <br /> <br />~ State Statute <br />Chapter 184B of the Minnesota Statute regulates amusement rides. The Statute requires <br />amusement rides to be inspected at least once annually by an insurer or a person with whom the <br />insurer has contracted. Insurance requirements are also specified in an amount of not less than <br />$1,000,000 per occurrence, insuring the operator against liability for injury to persons arising our <br />the use of an amusement ride. <br /> <br />Carnival Licensing <br />> Anoka- The regulation of carnivals is conducted through a license obtained through the <br /> City Clerk's office. <br />> Blaine-Blaine regulates carnivals through a permit processed through the City Clerk's <br /> office and approved by City Council. The City's ordinance provides Council with the <br /> ability to impose any conditions or restrictions it deems necessary or advisable to protect <br /> the public health, safety and welfare. A fee of $100.00 for the first day and $100.00/day <br /> thereafter is charged. A police background check of the applicant is required prior to the <br /> license being issued. Following Council approval, the Fire Marshall delivers the license <br /> to the carnival prior to the opening of the carnival and many make any last minute <br /> inspections. <br />> Brooklyn Park-All theatrical performances, stage shows, amusement parks and carnivals <br /> are regulated through a license process, subject to approval by City Council. <br />> Maple Grove- This ordinance is very similar to the draft carnival ordinance presented to <br /> Council on May 25. The definitions of amusement ride and carnival in the draft <br /> submitted to Council were extracted from the Maple Grove ordinance. <br /> <br />Zoning Regulations for Carnivals <br />~, Andover- Carnivals are required to obtain a Special Use Permit within Andover. <br /> <br /> <br />
