CASE # <br /> <br />CITY OF RAMSEY COMPREHENSIVE PLAN PROCESS EXTENSION <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City has been working with Hoisington Koegler Group Inc. (HKGi) during the entire <br />development of the Comprehensive Plan. They have participated in many meetings including <br />the Community wide meetings, the focus group process and the Planning Commission public <br />hearings. The original contract with HKGi has been completed and they have attended all <br />meetings that they committed to and even some extra meetings towards the end of the process. <br /> <br />In an effort to complete the Comprehensive Plan I requested a proposal fi.om HKGi to facilitate <br />the process. The attached memo outlines a process to bring us to a resolution on the plan. <br /> <br />The proposed process would include up to three meetings. The first meeting would be with the <br />City Council and all or part of the Planning Commission. This meeting would be used to define <br />the key issues, provide additional education opportunity and then outline a resolution to <br />problems with the plan. This will also help to define the balance of the process. If consensus <br />can be reached through the first meeting then no further meetings will be necessary. Or there <br />may be a need for additional meetings either with Council and/or focus groups or the general <br />public. <br /> <br />In addition to the Comprehensive Plan process extension, staffwould also suggest the addition of <br />a case study discussed during the Council Work Session of June 21, 1999. A proposal for a <br />housing development within the mixed residential portion of the proposed Comprehensive Plan <br />generated a significant amount of discussion as to the amount of density allowed. As part of the <br />discussion concerning the proposed development, it was suggested that a case study could be <br />performed of the proposed housing development as it relates to the proposed Comprehensive <br />Plan. <br /> <br />Recommendation: Staff recommends that the City Council approve hiring HKGi, as part of the <br />Comprehensive Plan process extension, at a fee not to exceed $3000 for the preparation, <br />attendance and summary for 3 meetings. <br /> <br />Council Action: <br /> <br />Based on discussion <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Community Development Director <br /> <br />CC: 7/13/99 <br /> <br />\\RA_FS 1 \VO LI \users~IThieling~JO\COUNCIL&\CITYCOUNM 999~July\compplancontract.doe <br /> <br /> <br />
