I <br /> <br />Re: Comprehensive Plan I <br />This memo is intended to outline a suggested approach to resolving the various conflicts with the <br /> · <br />comprehensive plan in order to move this plan forward through the approval process before the l <br />December 31, 1999 deadline. This approach is intended to ge,aerate some discussion among you and <br />your staff and may need some refinement based on the City s desires. I <br />TIlE PROCESS I <br />Meeting One: City Council workshot~ with invites to the Planning Cormms$ion' <br /> · <br />The purpose of meeting one is to define the key issues that the City Council disagrees with or desires I <br />to reach a public consensus on. Because the Planning Commission has approved tho plan and i <br /> <br />generally agrees with the policy within it, this meeting should be with the City Council. However, <br /> ! <br />it may be appropriate to have the PC members (or a few of them) attend to answer questions and <br />make sure the PCs position on the '~issues" is accurately reflected. As I understand it, there arc <br /> · <br />basically two key issues that are causing conflicts, "Cluster Housing" and "Mixed Residential Land I <br />Use." <br /> <br />The meeting will have the following components: I <br />I. An educational grocess including. <br /> I <br /> ~ Why cluster housing and mixed residential (why not standard or more typical development · <br /> and land use designations?) <br /> ~ Descriptions and examples of duster housing and mixed residential (how do they work and I <br /> where have they worked). What are the pros and cons of such polioy decisions? <br /> I <br /> <br /> ~ A regional perspeetive...why the .legislature required a g-cowth strategy, and why each <br /> · <br /> community is expected to play its part by adhering to regional growth policy (how cluster I <br /> housing and mixed residential land use fit into this strategy) <br /> ~ Comp Plan vs. Zoning Ordinance: how are the comprehensive plan and zoning ordinm~ce <br /> · <br /> different and how do they relate to one another (how do duster housing and mixed · <br /> residential land use fit into a zoning scheme?) <br />2. Definition of the problcrr~/is~es I <br /> ~ Given the above descriptions what are the key problerns preventing the plan from becoming <br /> 1 <br /> <br /> <br />
