public policy. A problem definition statement needs to be developed that clarifies thc issues
that each council member has with the policy suggested in the draft comprehensive plan.

resolution to the problems with the plan
m Ideally, through the above two steps we may be able to reach a consensus witb. just the City
Council workshop.
~ However, there may be a need to go out to a public process to reaffirm some of the policy
directions.
~ Outline public input process and des/red outcomes. What do we want to learn from the
public?

Meeting I~o: Public meeting or focus group meeting (if needed)
Meeting Two will be defined after the conclusion of meeting one. Meeting one will give us a better
idea of what the concerns are and the best method to resolving or minimizing the concerns. It will
also enable the Council to provide input on the process and objectives ora possible 2n~ meeting.

Meeting Three: City Council meeting review results of meeting two (if needed)
Meeting Three is needed if we have a public meeting or focus group process in order to rev/ew the
results and draw conclusions from the meeting. This meeting would be intended to make a de~ision
to move forward with the plan with any modifications.

TIlE CONSULTANT ROLE AND FEE
The Hoisington Kocgler Group, Inc. will prepare the presentation for each meeting and will facilitate
the meeting in order to achieve the desired objectives. City staffs responsibility will be to serve as
moderator (in order to keep the meeting on track and progressing), provide photocopies of handout
materials if needed and to take minutes at the meeting.

There are a large number of unknowns in this process such as the length of each meeting and thc
number of meetings needed to name a few. Therefore, I--IKGi proposes to work with the City of
Ramsey on an hourly fee basis at the rates indicated on thc attached fee schedule. We anticipate that
our role would not exceed a total fee range of $2,000 to $3,000 that would include meeting
preparation, attendance and summm-y for 3 meetings.

The personnel from HKCri who will participate in the meetings will be Mark Koegler, RLA,
President of HKGi and Brad Scheib, AICP, Planner.

R. Mark Koegler, President
Date:

City of Rmusey
Date:

-2-
