Voting No: None. <br /> <br />Case #9: <br /> <br />Award Bids for Improvement Project #98-16 Bituminous Paving of <br />Bison Street <br /> <br />City Engineer Jankowski sated that bids were received from four contractors for the <br />bituminous paving of Bison Street. The feasibility study estimated the construction cost <br />at $28,800 and the Iow bidder was W.B. Miller in an amount of $36,587.50. Included in <br />this bid is $8,250 for the transport of 1,500 cubic yards of excess material from the site to <br />be placed at a location about 1,000 feet north of the project. This spoil site was the <br />previous location of Bison Street before it was re-located westward to the center of the <br />right-of-way when that portion of the street was paved in 1996. The property owner, <br />Medard Kaisershot, feels the former road property was left too low and has requested the <br />City rectify the situation. Extra material is available from this project, however, this cost <br />was not included in the original project feasibility study. Mr. Jankowski recommended <br />awarding the contract to W.B. Miller, Inc. in the amount of $36,587.50, and that <br />Schedule B in the amount of $8,250, be paid by the City's PIR Fund, separate from <br />Improvement Project #98-16. <br /> <br />Councilmember Zimmerman inquired if the City could get a legal guarantee that this will <br />satisfy Mr. Kaisershot. <br /> <br />City Attorney Goodrich replied that he would get in touch with Mr. Kaisershot. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-05-090 receiving bids and awarding contract for Improvement <br />Project #98-16 (Bituminous paving of Bison Street from 171St Avenue to a point 1,000 <br />feet south thereof), in the amount of $36,587.50, with Schedule B being paid from the <br />PIR Fund, and that there be an agreement assuring the City that Mr. Kaisershot is <br />satisfied with the way the City rectified the "too low" road property. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #10: <br /> <br />Federal Energy Regulatory Commission Notice of Intent to Prepare <br />an Environmental Assessment and Request for Comments on <br />Environmental Issues <br /> <br />Community Development Director Sherman stated that Northern Natural Gas is intending <br />to install a 16~inch pipeline within an existing easement that currently has a six-inch line <br />in the northern part of Ramsey. The line provides natural gas to NSP and Minnegasco <br />and is needed to provide service to the Elk River-Ramsey area. The line is 14.7 miles <br />long and runs from Hugo to Elk River. As part of the process, the Federal Energy <br />Regulatory Commission (FERC) has sent the City notice of their intent to prepare an <br />environmental assessment of the proposed pipeline installation.
