Case #4: Adopt Updated Organizational Chart

Administrative Services Manager Pruitt Hottinger stated that the City Council has authorized a
number of organizational changes during the past year. The organizational chart has been
revised to reflect those changes. Explanation of changes included 1998 and 1999 City Council
authorized changes:

1. The Fire Board was renamed the Public Safety Board in January 1999.
2. The Economic Development Commission was renamed the Economic Development
Authority in December 1998.
3. Timothy Dwyer was appointed to the Corporal position in July 1998.
4. The Community Development Secretary position was filled by Tara Olson in March 1999.
5. The regular, full-time Administrative Assistant position was reclassified by City Council on
May 25, 1999. This is an exempt position, which reports to the City Administrator.
6. Contract inspector has been added under the Building Official to note the City's current
service arrangement.

Ms. Pruitt Hottinger clarified the contract inspector noted on the chart was approved in the 1999
budget. This position is an Administrative Secretary who contracts with the Building
Department to serve as a backup inspector.

Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend that City
Council approve and adopt the attached organization chart dated June 3, 1999.

Motion carried. Voting Yes: Mayor Gamec Councilmember Anderson.

Case #5: Ramsey Facility Usage Policy

Administrative Services Manger Pruitt Hottinger stated that City Council tabled action on the
proposed Ramsey Facility Usage Policy at the May 25, 1999, regular Council meeting. The
Personnel Committee raised concerns regarding the usage of "non-public service type" activities,
extending hours of weekend rentals, and the issue of staffing for after hour rentals.

Councilmember Anderson stated that more discussion should take place in regard to prohibiting
gambling because the senior citizen groups may like to participate in bingo or raffles which
would not be allowed as the draft is currently written.

Personnel Committee/June 8, 1999
