A written performance appraisal has been prepared, indicating
satisfactory performance for Mr. Holtom.

Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend that City
Council adopt the resolution ending the probationary period for Public Works Maintenance
Worker Lee Hollom and granting him the status of regular, full time employee, effective June 16,
1999.

Motion carried. Voting No: None.
Absent: None.

Case#3: Authorize Process to Hire Part-Time Receptionist for Administrative
Services

Administrative Services Manager Pruitt Hottinger stated that on May 25, 1999, City Council
approved a funding source for the requested position of part-time receptionist for 20 hours per
week. The part-time receptionist position is an entry-level position in the AFSCME Bargaining
Unit, which will provide telephone and light clerical assistance to the Administrative Services
Department. The position will report to the Administrative Services Manager, and the hiring
salary for a full-time Receptionist, Step 1, is $23,639/annually. Ms. Pruitt Hottinger pointed out
that the annual salary would be less since the position would only be for 20 hours per week. The
existing job position will serve as a backup receptionist as needed, so the required shifts may
fluctuate within the 20 budgeted hours per week. She explained that currently, a temporary
status employee is fulfilling these duties. It is proposed that the current temporary employee will
assist the City until the position is filled. In accordance with the City's administrative policy,
adopted on April 27, 1999, this reclassified opening will be conducted in an open recruitment
process. The opening will be posted internally for two weeks and then advertised externally if
needed. Article 15 of the 1998, 1999 and 2000 AFSCME Local No. 2454 Union Contract,
stipulates job classification positions which the employer intends to fill shall be posted for seven
working days.

Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend that City
Council authorize 'staff to begin the process to fill the part-time Receptionist position in
Administrative Services.

Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson

Personnel Committee/June 8, 1999
