interaction with park-goers. Again, the PSA interaction brought several positive compliments to the police
department.

NEWLY FORMED "COMMUNITY OUTREACH TEAM"

In June, the police department decided to divide it's Public Safety Aide Unit into (2) divisions. This was done after
analyzing individual member interests and department goals and objectives as it pertains to community policing.
The Public Safety Aide Unit now consists of uniformed Public Safety Aides or Police Reserves to handle all the
special events, details, and patrol assists. The second half is the newly formed "Community Outreach Team".

This team of dedicated individuals will analyze current needs in the community as it pertains to public safety and
community policing. The team will then develop realistic programs to meet those needs, under the direction of the
Chief of Police. Individual interests and expertise will be utilized. Members will be expected to actively participate
in group-selected programs.

The Community Outreach Team is dedicated to improving the quality of living in Ramsey. Proposed activities may
include:

· Developing a Community Resource Directory;
· Active participation in local youth programs, including but not limited to the Community School's "Teen
Night" activities and the Youth Scholarship / Mentorship program;
· Participation and facilitation of senior citizen programs;
· Promoting and assisting with Neighborhood Watch, National Night Out; and other Community Policing events;
· Planning the proposed"Ramsey Youth Safety Camp";
· Serving as Liaisons between various community groups and the police department.

This is a non-uniformed position, unlike the other Public Safety Aides. Since there is no police training involved,
and based on the nature of their work, there is little cost to the city. The group would consist of volunteers from our
community who want to make a difference, particularly those with interests in working with our youth and senior
populations. We realize that not everyone has the needed time to devote to a program such as the Public Safety
Aides, nor does everyone want to wear a uniform and ride in squad cars. We don't want to exclude these
individuals who can make a real difference in our community. It is for this reason, we developed the Community
Outreach Division of the Public Safety Aides. We are currently accepting applications for positions with this
"Team", allowing us to expand our current community policing activities.

On 06-30-99, the first meeting of the newly formed COMMUNITY OUTREACH TEAM took place at the police
department. The meeting was successful with the following persons in attendance: PSA Sharon Johnson, Tim
Bums, Don Bishop, Chandra Kreyer, Chief Gustafson, Corporal Dwyer, and Crime Prevention Specialist Laurie
Swadner.

Crime Watch Meetings:

6/6/99 - 17200 blk of Rabbit St. & 17200 blk of Tiger St. - 30 attended
6/12/99 - Northfork area - 12 attended
6/17/99 - 5200 blk of 148~ Ave. & 5200 blk of 147m Circle - 20 attended
