PC CASE #: /.~ <br /> <br /> RAMSEY FACILITY USAGE RENTAL POLICY <br />By: Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />Background: <br />On June 22, the Personnel Committee tabled action on the proposed facility usage policy in order <br />to discuss the opportunity for allowing non-governmental functions within City facilities. Other <br />issues discussed included rental for "non-major" holidays and gambling usage in municipal <br />buildings. <br /> <br />)~ "Non-Ma~or" Holida. v Facili.tv Rental <br />The attached draft has been amended to read no rental is offered on major holidays including <br />New Year's Day, Easter, Fourth of July, Thanksgiving, Christmas and New Year's Eve (after <br />5:00 p.m.). The cities of Brooklyn Park and Hastings allow rental on holidays, provided there is <br />municipal staff supervising the event. The City of Coon Rapids policy reads the City Center is <br />closed on City holidays, except for contract use or previously scheduled events. The cities of <br />Fridley, Mounds View and Brooklyn Park policies are silent on the issue of holiday facility <br />rental. <br /> <br />~ Gambling in Municipal Buildings <br />As discussed during the June 22 Personnel Meeting, the cities of Coon Rapids and Brooklyn <br />Park prohibit gambling in their rental policies. Coon Rapids, in an effort to allow senior bingo, <br />applied with the Minnesota gambling Board to grant the City exempt status and allow senior <br />bingo offering prizes less than $10.00 in value. <br /> <br />~ Electrical Use <br />The Committee requested removing the prohibition on extension cords, on page 3 of the draft <br />policy. Thus, the sentence regarding electrical usage now reads, "Electrical use is limited to the <br />number of receptacles in the room." <br /> <br />~ Public Usage <br />The existing draft policy provides for public usage of the rooms for non-profit clubs and <br />organizations. At the June 22nd meeting, Committee members discussed providing rental for <br />neighborhood meetings, or groups of 25 people or less. A Committee member suggested <br />bringing back an option of a review board for any for profit or personal usage facility rental. The <br />advantage of such a review board is that it eliminates trying to capture all possible types of <br />requests within one written policy. The disadvantage of this method is that it requires more lead- <br />time for applications to be submitted. <br /> <br />To include Committee discussion regarding facility rental for private groups, the draft reads, <br />"Requests from individuals for private purposes or by groups raising funds not used solely for <br />charitable or community purposes will be reviewed, on a case by case basis, by the City's <br /> <br />Agenda Case for Facilities Usage Policy <br />July, 1999 <br />Page 1 of 3 <br /> <br /> <br />
