live with this plan. Mayor Gamec explained that Councitmember Hendriksen is saying to
make things more restrictive with ordinances. Ms. Sherman added that a City does not
gain density with clustering, that is .just how the development is configured.
Councilmember Zimmerman stated that if rules change you will be able to gain density
by developing green areas. Councilmember Hendriksen suggested that the person who
owns the property will be gaining the choice/decision to subdivide.

Motion failed. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No'
Councilmembers Hendriksen and Zimmerman.

Mayor Gamec stated that clustering is a neat idea.

Councilmember Hendriksen felt that Councilmember Zimmerman should be encouraged
to work with staff to come up with some language he could agree to with regard to cluster
development. He said he would like clustering as an option but we would like to keep
control. He stated that he voted against it because we are not at the point of agreement he
would like.

Mayor Gamec pointed out that the real debate would be in adopting the ordinance.

I
I
I
I
I
I
I

Councilmember Hendriksen suggested forming a subcommittee of people who want to
talk about this issue and reiterated that he would like to see the City have the option of
cluster development; number one because it offers options and number two, because it
appears to be a "hot button" for the Met Council.

Motion by Mayor Gamec and seconded by Councilmember Hendriksen to table action on
the Comprehensive Plan for the time being and to direct staff to ask the Met Council for a
one month extension.

I
I
I

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson
and Zimmerman. Voting No: None.

Case #15: Report from Public Works Committee

I
I

Director of Public Works Kapler gave a brief overview of the discussion and actions of
the Public Works Committee who held their meeting on May 18, 1999.

#1: Request for Stop Signs at Various Locations

The Committee reviewed requests for stop signs at three intersections: Tungsten Way
and 144th Lane, Potassium Street and 143rd Lane, and Waco Street and 142nd Lane.
Reviewing the accident history and the traffic counts, the Committee recommended no
stop signs be posted at this time. With regard to Waco and 142~d Lane, if an accident
problem developed, the signage would be reconsidered. With regard to Tungsten Way
and I44th Lane and Potassium Street and 143rd Lane, the intersections are both low
volume and are located in the same neighborhood. In addition, a resident of the

City Council/May 25, 1999
