The Committee directed that the traffic patterns of the <br />neighborhood be analyzed and a comprehensive signage plan be developed and brought <br />back to the Committee at the June 15 meeting. <br /> <br />No Council action necessary. <br /> <br />#2: C.R. #116 Corridor Study <br /> <br />Mr. Kapler noted a draft Joint Powers Agreement between Anoka County and the Cities <br />of Ramsey and Anoka. Also noted was the scope of a corridor study along C.R. #116 <br />from C.S.A.H. #7 on the east and T.H. #10 on the west. The cost of the study is <br />anticipated to be between $40,000 and $50,000 with Anoka County paying one-half the <br />cost. The Cities of Ramsey and Anoka would split the remaining half 35% /15%, <br />respectively, based roughly on centerline mileage in the two communities. The <br />Committee recommended approval of the JPA. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />authorize the City to enter into a JPA with Anoka County and the City of Anoka to <br />perform a corridor study on C.R. #116 in an amount not-to-exceed $17,500 with funding <br />from TIF. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen <br />and Anderson. Voting No: None. <br /> <br />#3: Improvement Project #99-10, Watermain and Sewer Extension to Waltek <br /> <br />Mr. Kapler stated that this project will provide both sewer and water service to Waltek <br />and the completion of a twelve-inch watermain loop at Sunwood Drive would provide <br />backup service to both ParaBody and Waltek. The Committee recommended that the <br />project be undertaken as a special assessment project under Minnesota Statute 429. <br />However, noting that two of the businesses which would receive service from the <br />extension have expressed opposition to the assessment, the Committee directed that the <br />project allow for assessments to be deferred. The Committee directed that a feasibility <br />study be prepared and a public hearing set. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />direct the City Engineer to prepare a feasibility study for Improvement Project #99-10. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen <br />and Anderson. Voting No: None. <br /> <br />#4: Lord of Life Land Acquisition <br /> <br />Mr. Kapler reported that the Committee reviewed the land swap with Lord of Life which <br />would trade the right-of-way and easements necessary for the T.H. #47 project for the <br /> <br />City Council/May 25, 1999 <br /> Page 21 of 25 <br /> <br /> <br />
