PERFORMANCE CONTRACT <br />Prepared by: Community Development Assistant Sean Walther <br /> <br />Background: <br /> <br />The City of Ramsey has a cooperative agreement (contract) with Anoka County <br />Integrated Waste Management. In return for the City agreeing to provide a basic level of <br />recycling service to residents, the City is eligible for reimbursement of certain eligible <br />expenses. The City is obligated to provide two community presentations on recycling <br />and the City's recycling program. <br /> <br />The community presentation is one approach to increasing the tonnage of materials <br />Ramsey Residents recycle by informing and reminding residents of the services available <br />and the benefits of recycling. Reducing, reusing and recycling waste helps to salvage <br />valuable materials from entering landfills. <br /> <br />In June 1999 I became aware of Climb Theatre, Inc. The company offers a performance <br />called "Trashf' that is geared toward 3-5 graders to teach the concept of Reduce, Reuse, <br />Recycle. The company also provides follow up School and Home projects for teachers <br />and kids. At City staffs suggestion, Climb Theatre made arrangements with Stan Pichel <br />of Ramsey Elementary School to perform for the 4th grade class on January 10, 2000. <br /> <br />Observations: <br /> <br />The community presentation requirement is new in 1999. This year City staff hired <br />Magician Rob Chalmers to perform "The Magic of Recycling" at the Environmental Day <br />event for $450. Staff is planning a second (brief) community presentation for the new <br />residents of Savannah Oaks apartments. This is also the first time the City Council has <br />been asked to approve a contract for this type of service. The magician did not require a <br />written contract for his performance last spring. <br /> <br />The cost of the performance is $450 and is eligible for reimbursement from Anoka <br />County. The performance will obviously be more entertaining, engaging and productive <br />than a dry presentation from City staff, it will fulfill the requirement of one of the <br />community presentations in 2000, and it is well within the budget for the Recycling Fund. <br /> <br />A synopsis of the play and a copy of the contract are attached for your review. <br /> <br />Council Action: <br /> <br />Authorize City staff to enter into a written agreement with Climb Theatre, Inc. for one <br />performance of"Trash" at Ramsey Elementary School. <br /> <br />Reviewed by: <br /> <br />Community Development Director <br /> <br />CC: 08/24/99 <br /> <br /> <br />
