On
May 25, 1999, City Council authorized funding for the necessary PERA contribution for the
proposed reclassification from temporary Police Transcriptionist to regular status part-time
Public Safety Aide. Current Public Safety Aide Laurie Swadner reduced her hours significantly
and Ms. Meier, a temporary status Police Transcriptionist, has temporarily filled in this capacity
since the beginning of the year. PERA has advised the City that PERA contributions are due
regardless if the classification request is approved since Ms. Meier has been fulfilling duties of a
Public Safety Aide for over six months. The 1999 Approved Budget reflects the hourly wage for
the classification request. Ms. Hottinger stated this proposal is for the formal reclassification of
the temporary status Police Transcriptionist, to regular status, part-time Public Safety Aide. She
explained that an external posting was used to fill the temporary transcriptionist position in April
1996. In accordance with the Ramsey Administrative Policy regarding reclassification, this
position may be reclassified without an external posting/hiring process.

Personnel Committee/June 22, 1999
