Motion by Councilmember Anderson and seconded by Mayor Gamec to recommend City <br />Council authorize the reclassification from temporary Police Transcriptionist to regular status, <br />part-time, Police Public Safety Aide. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br />Absent: None. <br /> <br />Case #2: Ramsey Facility Usage Policy <br /> <br />Administrative Services Manager Hottinger stated that City Council tabled action on this request <br />at the June 8, 1999, meeting to allow Council the opportunity to provide comments on the draft <br />prior to the June 22, 1999, meeting. Since the June 8th meeting, Staff has received a request to <br />strike the gambling prohibition and clarify the furniture use section. Ms. Hottinger discussed the <br />issue of providing later rental hours on weekends and holidays. She noted the draft provides for <br />facility rental from 7:00 a.m. to 10:30 p.m., Monday through Friday, and Saturday and Sundays <br />from 9:00 a.m. to 9:00 p.m. No rental is offered on State recognized holidays. The existing <br />policy allows facility usage between the hours of 7:00 a.m. and 10:30 p.m., but does not <br />distinguish between weekdays and weekends. City staff, outside of police ~.fficers and <br />emergency snow plowing crews, is not on duty to assist with problems that develop in rented <br />facilities on holidays. The overtime costs associated with having a staff member respond in the <br />event of plumbing problems or other breakdowns, far exceed the current rental charge. <br /> <br />Councilmember Anderson stated that the City Hall should be available for use on non-major <br />holidays. <br /> <br />Ms. Hottinger suggested that it read "No rental is offered on major holidays (Fourth of July, <br />Easter, Christmas, New Years Day, Thanksgiving)". She then provided an update on the <br />research related to gambling within municipal facilities. She noted the cities of Coon Rapids and <br />Brooklyn Park prohibit gambling in their rental policies. Coon Rapids, in an effort to allow <br />senior bingo, has applied with the Minnesota Gambling Board to grant the City exempt status <br />and allow senior bingo offering prizes less than $10 in value. <br /> <br />Councilmember Anderson questioned if applying for exempt status is done through the State to <br />which Ms. Hottinger replied yes. <br /> <br />Councilmember Anderson questioned if there is a prohibition against gambling in City buildings. <br /> <br />Administrative Services Manger Hottinger stated that she was not sure and Police Chief <br />Gustafson stated that he was not sure. Ms. Hottinger stated that she could clarify that with the <br />State and bring the issue to a work session.
