/at

September 8, 1999 Draft

B. Future Land Use

The General Plan
The land use plan is intended to guide the future development of the community.
It is designed to protect, preserve, enhance and build upon the physical features
of both the built and natural environment. Developed through a combined effort
of Ramsey residents, landowners, city officials and business owners, the plan
guides land uses through the year 20.20. Many people will use the plan to learn
about the community, its direction and vision. More importantly it will be used to
assist and guide local decision-makers and city staff in the everyday business
demanded of a growing suburban community.

The future land use element contains goals and polices for the following land use
categories:

a)

Places to Live
Places to live include lands with urban services (urban) and without
(rural). It includes a broad range of housing types, styles, price ranges
and densities. The following categories represent places to live:

Permanent Rural...without urban services (2 areas)
· RuraIPreserve the area generalIynorth of Trott Brook.
Rural Developing--the area between the urban services boundary
and the rural preserve area.

NOTE: "Permanent Rural" as used in this plan does not have the same
definition as established by the Metropolitan Council. The Metropolitan
Council defines permanent rural as areas not scheduled to receive urban
services and guided for densities of 1 unit per 10 acres. The purpose for
such a low-density development pattern is generally to prevent extensive
large lot development or "suburban sprawl" and to preserve rural
character. This plan will define permanent rural at a higher density, the
rationale for which will be described later in this plan.

Urban Residential (4 areas)
· R-I Low Density residential ?.~i::ed Rc,';idc:?ticd

residential land
within the MUSA that may receives a mix of housing styles.
· Medium Density Residential--small areas within the MUSA
intended to receive medium density housing including lower density
multi-family housing.
· High Density Residential---land within MUSA that accommodates
multi-family housing.
· Urban/Rural Residential Transition --intended to provide a
development transition between existing rural residential and future
urban residential development.

b)

Places to Work
Places to work include areas primarily reserved for office and industrial
type development.

Ramsey ComprehensiVe Plan

Page V-6

I
I

I

I
I

I

I
I
