I September 8, 1999 Draft I i i I ! I I I The City of Ramsey should closely monitor its vacant land supply and the market interest for residential and industrial development in the community. It should develop a thorough inventory of the City's housing supply compared to the demographics of the community to ensure an adequate supply of life cycle housing to meet demand. It should also continue to develop an inventory of jobs in the community and possibly the immediate region to monitor the community's progress in obtaining a housing to jobs ratio of 1 to 1. The City will therefor not have a growth stage beyond 2015. (1) c) Permanent Rural Area Development Many current residents living in the rural areas of Ramsey moved to Ramsey to gain access to its natural features and to enjoy what is perceived by many as a rural lifestyle. In the future, people will continue to pursue this lifestyle for the same reasons that residents did in the 70s, 80s and 90s. Rural lot development saw its peak towards the end of the 1980s when landowners were quick to subdivide their properties prior to the adoption of the 4 in 40 zoning requirements in 1989. As the supply of rural lots dwindles there will be less and less growth in the rural areas. By 2020, it is expected that the area will be near fully developed at densities of 1 unit per 2.5 acres for the rural developing area and 1 unit per 10 acres for the rural preserve area. Only small infill parcels that are not easily developed will remain in the rural area by the year 2020. Rural growth will accommodate roughly 960 additional units on private septic and well systems. Just as urban areas are staged to control the rate of growth, efforts to manage rural growth should also be put in place. A staging plan for the rural developing area is proposed that will allow for development to be staged from 2000 to 2010. Generally, Ramsey Boulevard will serve as the boundary. Areas east of Ramsey Blvd. may develop between 2000- 2005 and areas to the west may develop aRer 2005. There is no staging proposed in the rural preserve area that is restricted to 4 units per 40 acres. Ramsey Comprehensive Plan _Page V-34 117
