I
I
I
I
I
I
I
I
I

CASE #

REPORT FROM PUBLIC WORKS COMMITTEE
By: Steve Jankowski, City Engineer

Background:

The Public Works Committee met on Tuesday, September 21, 1999, and discussed four cases as
follows:

Case #1 and lA: Discussion of Sunfish Pond Townhouse Issues

The City Engineer reported that he had met with Charles Mudge, president of the Sunfish Pond
Homeowners Association. Issues that were discussed included traffic signing, street lighting
charges, and winter road maintenance. The Association had requested the City post additional
stop signs on both ends of the private drive and a 10 mph speed limit sign midway down the
private street. The Public Works Committee recommended that additional signage be the
responsibility of the Association. Staff and the Association agreed that the most equitable
method of paying for streetlights within the subdivision would be a direct billing to the
Homeowners Association. Staffhas checked with Connexus Energy and has been assured such a
billing arrangement is possible. It was recommended that the billing be switched from the City
to the Association at the earliest possible opportunity. With regard to the issue of winter road
maintenance, the official position of the Association was uncertain at the time of the agenda and
there was no .representation by the Association at the meeting. It was the position of the Public
Works Committee that winter Maintenance for the Association should be provided only under
the provision that actual cost plus'overhead be charged.

Council Action: ,~ ', .~ . .

Based upon recommendation of the Public Works Commi~: and discussion of City Council.

Case #2: Winter Trail Maintenance

It was acknowledged that the requests for winter trail maintenance would likely continue to grow
in the future. However, the Public Works Committee recommended no changes to the existing
winter trail maintenance at the present time. Some trails are maintained by organizations such as
Connexus Energy. These efforts should be acknowledged and encouraged, perhaps by the
placement of trail signs.

Council Action:

Motion to ratify the Public Works Committee's recommendation regarding winter trail
maintenance.
