MEMORANDUM

DATE:

December 8, 1997

TO: Jessie Hart
Steve Jankowski
Dean Kapler
Linda Waite Smith

FROM: Mark Boos

The purpose of this correspondence is to update the November 21st Municipal Water Utility
Memorandum. As you may recall we had asked ISO's Commercial Risk Services for their
recommendation or standard for municipal elevated storage. They' were not able to provide us
with a figure or formula. The calls to Chicago were not without merit though, as we were
reminded that the last time our municipality received a fire rating was 1991. Since then, we
made significant improvements to our system including; water main looping, increased pumping
capacity, and the interconnect. We should request a reevaluation of our rating, which if reduced,
will save our customers money.

As it relates to RLK's storage recommendation, it turns out that we do not have fire flow data for
our sprinkled buildings, however, staff has compiled the attached list of known and projected
sprinkled buildings. John Harwood of Haakanson Anderson and Associates got back to us on
December 3rd with their storage r. ecommendation, that facsimile and my notes are attached.

2

The one item we have not recently discussed as part of the 5 year C.I.P. has been a standby
generator for one of our wells. While likely a long way off, a generator would provide us a water
source in the event of a long term l~ower outage. ~;'.aufomated generator would also negate
some of the need for water storage, but only in the eleet~"~': outage scenario. The estimate for
such a generator is $100,000. Pump House #1 would be the logical site in that there are two
wells to be controlled there and the e×isting 8,000 gallon tank could be removed to provide the
space. The Salvage value of the tank would probably provide for removal of the wall for
installation of the generator. I would recommend adding the generator in 2003 of the C.I.P. with
the intention of evaluating it's actual timing in the future.
