I <br /> I <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR AN ELECTRICAL <br />SUBSTATION; CASE OF CONNEXUS ENERGY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On August 4, 1999, the City received an application from Connexus Energy for a conditional use <br />permit to construct and operate an electrical substation in the A.E.C. Energy Park 4~ Addition. <br />The purpose of the substation is to facilitate continued electrical service in the <br />industrial/commercial districts of the City. The following items are enclosed for your <br />information: <br /> <br />a) Site location map <br />b) Connexus letter of application and site development plans <br />c) Photo of similar facility in St. Francis <br />d) Draft Planning Commission meeting minutes dated September 7, 1999 <br />e) Proposed findings of fact <br />f) Proposed conditional use permit <br /> <br />Notification: <br /> <br />All property owners within 350 feet of the subject property were notified of the public hearing. <br /> <br />Observations: <br /> <br />The facility will include a 12'xl 4'x13' control buildi'i~g with walls consisting of decorative block <br />and a metal roof. The facility will be encompassed by a el'i"~ ~ink fence. <br /> <br />Access to the site is to be provided by the future extension of 143~ Avenue between Jaspar and <br />County Road #116, which is anticipated to be constructed in 2001. At the present time, the City <br />owns the north 33 feet of this 66 foot future roadway. If the conditional use permit is approved, <br />the City Attorney will draft an easement for access purposes from the City to Connexus. The <br />Applicant is proposing to pave and curb their off-street parking area and access from 143rd <br />Avenue. However, they are requesting that the paving and curbing improvements be constructed <br />concurrently with the public improvement project for 143~ Avenue. <br /> <br />The proposed grading plan will create less than 9,000 square feet of graveled and paved surface. <br />The runoff from this surface will flow into shallow swales on the east and west sides of the <br />substation pad and run overland toward the northwest corner of the site. The remaining portion <br />of the substation lot is very flat which should promote good infiltration into the sandy soil. <br />There should be no significant discharge from off the site. <br /> <br />7 <br /> <br /> <br />
