The applicant proposed to plant a total of 24 Norway Spruce and Russian Olive trees around the perimeter of the site. Since the facility will be highly visible from the future 143'a Avenue, Staff recommended intensifying the landscape plan with respect to quantity and variety. Subsequently, the Landscape Plan has been modified to replace the Russian Olives with Dogwoods and add 4 White or Bur Oaks and 3 Hackberry trees. There is a similar conditional use in the City on the south side of 153~ Avenue, just west of Germanium Street. The Planning Commission conducted a public hearing on September 7 and there was no written or verbal comments received. Recommendation: The Planning Commission recommends approval of the request with a modified Landscape Plan and delaying the paving and curbing improvements until 143ra Avenue is improved.
