CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL OF ZITCO BUILDING; <br /> CASE OF LOWELL ZITZLOFF - PART C <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Lowell Zitzloff is seeking site plan review to develop a 26,096 square foot multi-tenant retail <br />building and self-service mini-storage units at 6111 Hwy. #10. However, in this case the <br />applicant is requested a conditional use permit for the mini-storage units and a variance to <br />encroach on the rear yard setback. Conditional use permits and variances are subject to public <br />hearings and therefore the neighboring property owners within 350 feet of the Zitzloff property <br />have been notified of the project. Because the development of the site plan will also require <br />storm sewer improvements, the neighboring property owners were also provided a copy of the <br />Planning Commission site plan case in addition to the hearing notices for the conditional use <br />permit and variance. ~ <br /> <br />Observations: <br /> <br />The site is zoned B-3 Highway Business and retail is a permitted use in that district. The <br />proposal for some mini-storage units on the property will require a conditional use permit <br />because that is not a generally permitted use in any zoning district in Ramsey. The size of the <br />main building is 24,296 square feet and it is proposed to house retail units and some mini-storage <br />units. The size of the accessory building is 1,800 square feet and it is proposed to house <br />additional mini-storage units. The total building space on the property is proposed to be 26,096 <br />square feet which is in compliance with the 35% lot coverage restriction. The exterior of the <br />building is proposed to consist of rock face block, which complies with City Code architectural <br />standards. <br /> <br />The structure meets all setback requirements except in the rear yard. The applicant applied for <br />and received a variance from the Board of Adjustment to encroach on the rear yard setback. <br /> <br />The driveway and off-street parking areas will be paved and finished with B-612 curbing. The <br />plat for Guy Addition provided two accesses to Hwy. #10 for the 4 lots. According to the plat of <br />Guy Addition, the Zitzloff property is supposed to access Hwy. # i 0 via a 30 foot easement in the <br />southwest comer of the adjacent lot to the east (Lot 3).
