existing 30 foot driveway into a 50 foot wide access in an area where no access rights exist (the <br />southeast comer of Lot 2). The plan has been forwarded to Mn/DOT for comment and written <br />response was received at the City on October 4. Mn/DOT is recommending that the common <br />access in the southwest comer of Lot 2 (.pawn shop parcel) be relocated slightly to the west on <br />the common property line of the pawn shop and the Zitco parcel to line up with the Hwy. #10 <br />median crossing. This relocation of the legal access will require the cooperation of Mn/DOT and <br />property owners in Guy Addition. This process can be initiated by Mr. Zitzloff at any time. <br /> <br />No screening is required because the adjacent parcels are also zoned commercial. The site plan <br />provides the required 20 foot wide landscaped area parallel to Hwy. #10 and at Staff's request, an <br />additional 20 feet has been preserved for a possible future service road. Staff recommended and <br />the Applicant agreed to add a couple more trees to the plan. Modifications should be made to the <br />landscape plan accordingly. <br /> <br />The facility will be served by municipal sewer and water.. Because of pre-existing stormwater <br />problems in the area, this development will require stormwater improvements. The Planning <br />Commission recommended that a comprehensive stormwater plan from the Ramsey/Anoka <br />boundary to Sunfish Lake Blvd. be taken into consideration when determining what is necessary <br />to facilitate Mr. ZitzlofFs project. A previous case on tonight's Council agenda will discuss <br />stormwater drainage. <br /> <br />The ~shoebox' parking lot lights meet City Code but the 'prism' wall mounted lights do not; the <br />Lighting Plan will have to be modified accordingly and is subject to the approval of the City <br />Engineer. <br /> <br />The Planning Commission raised the question as to whether there are any local or State <br />regulations that require security fencing and/or gating of mini-storage units.
