the facility for non-profit clubs and organizations as well as private citizens. Groups raising <br />funds for profit are prohibited within the policy. The Ramsey City Council will serve as the <br />appeals board in the event staff denies a request for rental of the municipal center. <br /> <br />The Committee discussed the definition of "for profit". <br /> <br />Mayor Gamec stated that if a product is being sold or orders are being taken because of the <br />presentation then they should be considered for profit. <br /> <br />Administrative Services Manager Pruitt Hottinger stated that she will amend the policy to <br />include the definition of"for profit" to include orders taken or sales incurred on premise. <br /> <br />Mayor Gamec questioned if the Council can limit public use to only Ramsey residents. <br /> <br />Administrative Services Manager Pruitt Hottinger replied that the City can charge a different <br />rate, but cannot refuse use of the facility to non-residents. <br /> <br />Councilmember Anderson requested changing the wording from "Keys cannot be duplicated" to <br />"Keys shall not be duplicated" and change the wording from "Trash should be placed in <br />designated containers." to "Trash and recyclable should be placed in designated containers." <br /> <br />Consensus was reached to amend the policy with the recommended changes. <br /> <br />Mayor Gamec inquired if the keys marked as non-duplicate. <br /> <br />Administrative Services Manager Pruitt Hottinger replied that she will check the keys. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that Cit~ ~ <br />Council approve of the facilities rental policy as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br /> <br />Case #5: Carnival Regulations <br /> <br />Administrative Services Manager Pruitt Hottinger explained that this item was tabled at the <br />August 24th meeting, due to the length of the City Council Agenda, and staff was directed to <br />bring the item forth to the next Personnel Committee meeting. City Council tabled action on a <br />proposed carnival ordinance on July 27, 1999, to provide for an opportunity to address the issue <br />of liquor controls on a carnival site and to clarify the relationship of conditional use permit <br />events to the carnival ordinance.
