Section 2 License Required <br />The exemption from carnival licensing for fraternal, religious, veteran or educational <br />organizations has been extended to those events which meet the definition of carnival that are <br />regulated by a conditional use permit. <br /> <br />Section 6 Licensing <br />The license fee shall be established by Council resolution. The previous draft referenced that <br />the fee would be on a daily basis. The elimination of this provides for greater Council <br />discretion in establishing the license fee at a daily or flat rate charge. <br /> <br />Section 9 Operation <br />"A" has been rewritten to prohibit alcoholic beverages on the premises of operation without <br />appropriate liquor licensure. This statement was revised based on Council's concern <br />regarding a general provision prohibiting all intoxicating liquor on site. <br /> <br />Site Clean Up Fee <br />The site clean up fee was revised to reflect a charge of $500.00 for the first acre or portion <br />thereof and $100.00 for each additional acre or portion thereof. This section was revised to <br />address concerns that adequate funding be available in the event a site is not cleaned up <br />adequately. These and all other monetary obligations associated with the carnival license <br />will be established by a resolution that will accompany the second reading of the proposed <br />ordinance. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend City Council <br />introduce the ordinance adding Section 7.14, "Carnivals" to Chapter 7 of the Ramsey City Code. <br /> <br />Motion carded. Voting No: Non~ <br />Absent: None. <br /> <br />Case #6: Administrative Policy - Vacation Donation <br /> <br />Administrative Services Manager Pmitt Hottinger stated that this item was tabled at the August <br />24~ meeting due to the length of the Council Agenda. Several months ago, an employee was out <br />of work due to an unanticipated illness and exhausted all of their accrued paid leave. Employees <br />began requesting if they could donate some of their leave to employees in these types of cases. <br />Staff researched the issue of voluntary donation policy for those employees who have exhausted <br />all of their paid leave. A draft policy was presented to the Labor Management Committee, <br />comprised of AFSCME members, the City Administrator, the Mayor, the AFSCME Business <br />Agent and the Administrative Services Manager. On July 27~, following discussion and <br />revisions, the Labor Management Committee requested the proposed policy be forwarded to the <br />Personnel Committee for review. Ms. Pruitt Hottinger explained that the policy is a strictly <br />voluntary program to allow interested employees the opportunity to donate vacation time to <br />employees who are ill or injured, who qualify for Family Medical Leave and have exhausted all <br /> <br />Personnel Committee/September 14, 1999 <br /> Page 5 of 7 <br /> <br />32, <br /> <br /> <br />
