It is important to note that the Amendment expands <br />the purpose of the NCDA. The original Agreement was drafted to give the NCDA the <br />authority to examine the feasibility and environmental impacts of commuter rail and <br />other transportation improvements. The amended Agreement allows the NODA to <br />move the project into the next phases of development through construction. <br /> <br />Additionally, the Amendment provides that Morrison County and its cities and towns on <br />the Corridor are eligible members. The NCDA also considered the request from the <br />Ramsey County Regional Railroad Authority (RCRRA) for membership and referred the <br />request to the Executive Committee for a decision as to whether to include the RCRRA <br />as an eligible member. Page 2 of the Amendment refers to Article Il. Joint Powers <br />Board Members and Term. The Ramsey County Regional Railroad Authority is <br />included as a government unit eligible for a "Coordinating Membership."
