I I I I I I I '1 I I I I I I I i I I i CASE AUTHORIZE AMENDMENT TO THE JOINT POWERS AGREEMENT ESTABLISHING THE NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY By: James E. Norman, City Administrator Background: The Northstar Corridor is a transportation corridor that extends approximately 70 miles between the St. Cloud area and downtown Minneapolis along U.S. Highway #10. The corridor includes the Burlington Northern Santa Fe Rail Line. The Northstar Corridor Development Authority (NCDA) is a joint powers board made up of counties, cities, townships and regional railroad authorities along the corridor. The NCDA has secured federal and state authorization to study, design, and construct a potential commuter rail system and other transportation improvements. This commuter rail will connect with the Hiawatha Light Rail Transit Corridor and with other planned rail projects. It will provide connections with the entire metropolitan area including downtown Minneapolis, Minneapolis-St. Paul International Airport, Mall of America, and downtown St. Paul. As a full member of the NCDA, any changes to the Joint Powers Agreement would require authorization from the City of Ramsey. Attached to the case is a request by Betsy Wergin, Chair of the NCDA, making a formal request to add membership from Morrison County cities and towns and the Ramsey County Regional Railroad Authority as new members. Recommendation: During the September 2, 1999 meeting of the NCDA, recommendation was made by the Board that all governmental entities adopt the proposed amendment to the Joint Powers Agreement. The amendment is attached to the case for Council review. Council Action: Motion to adopt Amendment No. 1 to Joint Powers Agreement Establishing the Northstar Corridor Development Authority.
