MUSIC FESTIVAL 8/14/99 <br /> <br />Diamond's Sport's Bar <br /> 2 p.m. - 10 p.m. <br /> <br /> The festival was attended by approximately twenty two hundred persons. All provisions of the special use <br />permit were adhered to by Diamond's. Particular emphasis was placed on Hwy 10 traffic control, on site parking, <br />internal security and liquor sales. Ramsey Police Officers and Public Safety Aides attended to all traffic details on <br />public roadways and were present on site all during the concert. On site parking was under the direction of a private <br />security firm hired by Diamond's. This firm specializes in security at large public gatherings held outdoors and in <br />large stadiums or auditoriums. All persons passing through the gate were required to present photo identification, at <br />which point a blue plastic bracelet was placed around the wrist of all persons twenty one or older. Those under <br />twenty-one received a red bracelet. No liquor was sold to anyone not displaying the proper bracelet. Both private <br />security and police officers monitored the guests for purchase and possession of alcohol. The site easily <br />accommodated the parking needs of guests. About fifty percent of the available parking was utilized. No criminal <br />violations were observed by Ramsey officers nor were they summoned by either Diamond's employees or private <br />security to deal with rowdy or uncooperative guests.
