CASE <br /> <br />AUTHORIZATION CONSULTANT SERVICES FOR RECRUITMENT AND <br />PRELIMINARY SELECTION FOR ADMINISTRATIVE SERVICES MANAGER <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />With Ms. Hottinger's resignation as Administrative Services Manager, staff is seeking approval <br />to proceed with selecting a consultant to recruit and perform initial selection functions for an <br />Administrative Services Manager. As Council may recall from an earlier case presented, the <br />Administrative Services manager routinely handles the human resource functions for the City. <br />With the absence of this position, staff is seeking assistance through a consultant to recruit and <br />assist with the preliminary selection (i.e. interviews, testing, and the like) of an Administrative <br />Services Manager. <br /> <br />Two of the most widely known public sector consultants providing services like these are the <br />Brimeyer Group, located in Golden Valley and Personnel Decisions International in <br />Minneapolis. Council may recall the City utilized PDI in the past for conducting a background <br />search on the City Administrator as part of that recruitment process. <br /> <br />Staff requested Jim Brimeyer of the Brimeyer Group and Harry Brull of PDI to submit quotes for <br />their proposed services. As Council may recall, since this service is less than $25,000, the City <br />is not subject to competitive bidding requirements. The League of Minnesota Cities advises that <br />contracts estimated to be above $10,000 but no above $25,000 may be made by competitive <br />bidding or direct negotiation (cities must obtain at least two quotations). The two consultants <br />were requested to quote service assistance with recruitment efforts, designing a position profile <br />and designation of an appropriate screening and evaluation methodology. Staff has received <br />quotes, one verbal and own written, from two widely recognized public sector consultants. The <br />written quote from PDI is attached to this case. <br /> <br />Verbally, the Brimeyer Group has indicated the cost would range from $12,000 - $14,000 and <br />that his services were over-extended at this time. PDI, as the attached quote indicates, is <br />prepared to provide the assistance at a labor cost not to exceed $12,000.
