CASE # 4 <br /> <br />CONSIDER PURSUING CONSTRUCTION MANAGER FOR <br />WATER-RELATED ENGINEERING SERVICES <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />In late September, the City received proposals on engineering services related to the City's water <br />utility. Specifically, the scope of the work encompassed (a) construction of a fifth municipal <br />well, (b) construction of a well house and related mechanical equipment to contain and operate <br />the well, (c) construction of a new 1.5 million gallon water tower, and (d) repainting of the <br />existing 0.5 million gallon elevated tank. <br /> <br />In reviewing the five proposals that we received, the proposers listed specialty-engineering firms <br />to assist them in completing the scope of work. In fact, the proposal most favored by staff <br />consisted of a team of professionals where more than 40% of the work would be performed by <br />professionals outside of the contracting engineering finn. Staff feels this type of a multi-faceted <br />project may be an opportunity for a contract management method of dealing with these projects. <br />Under this type of project management approach, the City would contract directly with th~' <br />individual professional providing specialty service, such as well design, tower construction, and <br />painting. This eliminates mark-up of these services by the contracting engineer while allowing <br />the City to choose each specialty subcontractor. The remaining work can be redefined and the <br />City would receive proposals for the remaining engineering services along with project <br />management. <br /> <br />At this time, two improvements are time-critical. These include the construction of an additional <br />well and a 1.5 million-gallon elevated tank that is to be located on a site in the AEC Energy Park. <br />Staff has a strong preference for retaining Roger Renner of E.H. Renner in Elk River to prepare <br />the design of Well No. 5. Mr. Renner was responsible for the construction of Well No. 3, the <br />City's best producing well at 1500 gallons per minute. Staff recommends hiring Mr. Renner to <br />drill a test well and evaluate the site for Well No. 5 at a cost not to exceed $15,640. Staff <br />recommends that the water tower work be submitted to two water tower specialty firms for <br />proposals, and award would be based upon those proposals with emphasis on design cost. <br /> <br />Finally, the remaining engineering work, which would consist of providing well house and <br />piping design, would be redefined along with project management responsibilities and have <br />proposals for these services requested from the five consultants. <br /> <br />Recommendation: <br /> <br />Staffrecommends that the City Council direct staffto do the following: <br /> <br />a) Retain Roger Renner to drill a test well and evaluate the site for Well No. 5 at a cost not to <br /> exceed $15,640; and <br /> <br /> <br />
