B & B Carpet will be the main tenant for the proposed strip <br />mall which will replace the current Lighthouse Bar &Grille occupant. The property is <br />zoned B-3, Highway Business District, retail use is permitted in this district. <br /> <br />Access: Currently three access points onto Highway Ct 10 serve the site. The site plan <br />proposes reducing the number of accesses to two, with one on each end of the site. It is a <br />goal of the City to reduce the number of accesses onto Highway # 10. The City Engineer <br />suggests that sharing the proposed two accesses with the adjacent properties located to <br />the east and west might further enhance this site plan. This could be accomplished by <br />moving the westerly access approximately 65' feet westward to the property line. Access <br />easements would then need to be exchanged between adjacent property owners. <br /> <br />Lot Coverage: The site is approximately 3.7 acres or 159,576 square feet in size. In <br />the B3 zoning district the Ramsey City Code restricts building coverage to 35% of the lot <br />area. B & B Carpet is proposing 55,850 square feet of building coverage this meets the <br />code requirement. A 42,000 square foot building is being proposed which equates to a <br />26% lot coverage. The aggregate paved area is 62,000 square feet or 39% of the B & B <br />Carpet site area. <br /> <br />Utilities: The facility is intended to be served by City sewer and water which will <br />require an extension of the current utilities through the property to the east. The utilities <br />are shown on the site plan to be placed within 20 feet of the northern boundary. <br />Discussion needs to take place between the City and Amcon Engineering to clarify <br />several issues with the proposed utility installation.
