City Administrator Norman advised that a possible joint marketing adventure be discussed at the <br />last meeting with the property owners. <br /> <br />Member Haas Steffen was unsure whether such an adventure was advisable. <br /> <br />Member Hardin inquired whether the siting of the new facility in Rochester would affect this <br />project, and Member Haas Steffen replied that was unknown. <br /> <br />Member Haas Steffen asserted she did not want the Comprehensive Plan dictating whether the <br />City should be using TIF. <br /> <br />Member Wagner stated there are specific guidelines for TIF, and questioned whether reference <br />needed to be included in the Comprehensive Plan. <br /> <br />Ms. Sherman stated that this section of the Comprehensive Plan is entirely optional, and she gave <br />the philosophy for including it. <br /> <br />Member Haas Steffen suggested using more passive verbiage. Member Hardin suggested <br />possibly taking the whole section out. Member Haas Steffen inquired whether something could <br />be done to "cleanse" the whole thing, and Ms. Sherman stated staff would go through it and <br />bring it back to the Economic Development Authority's first meeting in March. <br /> <br />Case #1: <br /> <br />Review and Recommend Adoption of 1999 Economic Development Authority <br />Operating Budget <br /> <br />Community Development Director Sherman explained that the EDA budget is being presented <br />for review and approval. In the past, Council acted as EDA so there was no separate review. <br /> <br />Member Haas Steffen noted that this group has never discussed and decided that this is what we <br />need to do business. <br /> <br />Member Hardin inquired if Council has already approved this, and City Administrator Norman <br />stated that this is all that's holding up putting the budget together for distribution. <br /> <br />Discussion ensued regarding percentages of personnel salary. <br /> <br />Member Hardin questioned whether there are contracts in place and a budget for them. He <br />inquired whether the City contracts for specific line items, and if so, what are those contracts. <br />Mr. Norman replied that the City is only obligated to Connexus. <br /> <br />Motion by Member Hardin and seconded by Member Haas Steffen to approve the budget with <br />the understanding that the Economic Development Authori_~_ty. is to review any payments. <br /> <br />Further Discussion: Member Haas Steffen inquired whether the EDA would see it before or <br />after Council, and Ms. Sherman replied it would be from the bottom up as Council still has the <br />final say. <br /> <br />Economic Development Authority/February 23, 1999 <br /> Page 3 of 5 <br /> <br /> <br />
