Absent: Wivoda. <br /> <br />Case #4: <br /> <br />Request for Sketch Plan Approval of Business Park 95 8th Addition; Case of <br />City of Ramsey <br /> <br />Community Development Director Frolik stated that the City of Ramsey is in the process of <br />platting another lot in the Business Park 95 Industrial Park. The area to be platted, is generally <br />north of the intersection of 140th and Radium, and south of Industry Avenue. The lot will be <br />developed by Systematic Refrigeration and public access is planned from Radium and 140th. <br />Systematic Refrigeration plans to expand to the east in the future. In the event Systematic <br />Refrigeration does not expand to the east and that property is developed by another business, <br />Outlot A has been platted in the southeast comer of the plat to provide for a future extension of <br />140~ Avenue to the east if it is required. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Johnson, to recommend that City <br />Council grant final plat approval to Business Park 95 8t~ Addition. <br /> <br />Motion Carded. Voting Yes: Chairperson Anderson, Commissioners Jensen, Johnson, <br />Dempsey, Kociscak, and Nixt. Voting No: None. <br /> <br />Case #5: Review urban Sidewalk and Trail Ordinance <br /> <br />ParksFC/tilities Supervisor Boos stated that at the December 20, 1999 Planning Commission <br />meeting, the subject of road right-of-way sidewalk or trail siting within urban residential <br />subdivisions was discussed. There was general consensus that specifics with regard to when they <br />were necessary and who constructs them is in order. At the January 13, 2000 Park Commission <br />meeting, the Commission approved a draft resolution that addressed sidewalk/trail siting and <br />construction responsibility. It was acknowledged that a resolution may be adequate to define this <br />policy until the terms could be incorporated into City Code. Staff recommended that an <br />ordinance may be more effective because the review and changes to the subdivision chapter of <br />City Code, based on the. amended Comprehensive Plan, may take many months to complete. <br />Further, an ordinance puts prospective developers on notice of their obligation and is less <br />subjective than a resolution. <br /> <br />Commissioner Jensen stated that she agreed with the wording that was included in the draft' <br />ordinance. <br /> <br />Commissioner Dempsey stated that all cul-de-sacs should be exempt from the requirement <br />because in most situations a sidewalk/trial would not be needed. <br /> <br />Planning Commission/February 1, 2000 <br /> Page 7 of 10 <br /> <br /> <br />
