(Committee) CASE # 1 <br /> <br />JOINT PARK & RECREATION COMMISSION AND PLANNING COMMISSION <br />COMMITTEE DISCUSSION ON PROPOSED SIDEWALK ORDINANCE <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this committee meeting is to address the remaining issues relating to the <br />proposed sidewalk ordinance that were not agreed to at the joint Park and Recreation/Planning <br />Commission meeting of April 18, 2000. <br /> <br />Attached to this case are the meeting minutes from the above referenced meeting. Also attached <br />are memorandum summaries from Planning Commissioner Mike Nixt and City staff member <br />Mark Boos. <br /> <br />Observations: <br /> <br />As the committee will recall, the Commissions reached consensus on a number of matters. <br />However, prior to forwarding an ordinance, it was felt maintaince on sidewalks should be <br />addressed as it was also mentioned in the City Council minutes of March 14, 2000, as a topic for <br />Commission discussion. <br /> <br />As an outcome of the above, staff contacted those cities from the earlier survey that stated <br />written policies were in place regarding sidewalks. Andover, Fridley and Maple Grove were the <br />only respondents as of agenda preparation. Futher, no sample ordinances specifically dealing <br />with sidewalks were obtained. <br /> <br />Staff recommends a discussion on maintaince considerations and then a review of the proposed <br />sidewalk ordinance language to confirm it meets the intent of the Commission(s) desires, as it <br />relates to the process (assuming Committee agreement). The Park and Recreation Commission <br />could reconvene and approve the Committee's recommendations, with the Planning Commission <br />approval occurring in June, with subsequent City Council ordinance introduction in this same <br />month. As stated earlier, staff is recommending the sidewalk ordinance be considered now in <br />anticipation that subdivision 9 of City Code may take some time to modify and approve. <br /> <br />In addition to the attachments mentioned, please also note the policies of Andover, Fridley and <br />Maple Grove, the multi-city survey, as well as the draft ordinance. <br /> <br />Committee Action: <br /> <br />Based on discussion. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />Parks/Utilities Supervisor <br />Community Development Director <br /> <br />P&R: 051100 <br /> <br />Park & Recreation Commission <br />Planning Commission <br />Director of Public Works <br />City Engineer <br />City Planner <br /> <br /> <br />
