CASE # <br /> <br />APPROVE OF NEW PLAY EQUIPMENT DESIGN FOR CENTRAL PARK AND <br />ADVERTISE FOR BIDS FOR THE SURPLUS PLAY STRUCTURE <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As City Council will recall, the play equipment at Central Park had been planned for replacement <br />this year. The project was proposed as "community-built", that is, a combination of external <br />labor and cash to match direct City efforts and money. <br /> <br />On April 27, 1999, City Council approved St. Croix Recreation of Stillwater as the vendor for <br />the play structure and labor supervisor for the volunteer installation. <br /> <br />During the time that the Park and Recreation was organizing for the fundraiser and discussing <br />whether the installation should occur in fall of 1999 or spring of 2000, the Enron pipeline <br />project's impact of the community was learned. This project affected four park sites within <br />Ramsey. Staff authored an agreement that included tree relocation, cash reimbursement for tree <br />loss, and turf restoration. Also agreed to by the gas pipeline company was $27,533 in a cash <br />payment for additional easements acquired on park property. At the time the contract was <br />approved by the City, Council dedicated these moneys to Central Park's playground project to <br />solve the fundraising element. The following is the breakdown of the funding component of this <br />playground project: <br /> <br />$20,000 <br /> $4,000 <br />$27,533 <br />$51,533 <br /> <br />General Fund <br />Park Commission's Lawful Gambling Fund Program <br />Pipeline Easement Payment <br />Total <br /> <br />It has been discussed that to purchase a play structure of the caliber warranted by the status of <br />Central Park, and use by the community, an amount similar to the above sum is needed. <br />Therefore, the structure proposed is at a "not-to-exceed" amount of $51,000, including all costs <br />such as tax, freight, and labor supelwision for a volunteer weekend installation. The $533 would <br />be retained for incidentals and to purchase additional 5" x 6" timbers (to add to the existing <br />wood timbers that will be salvaged and reused for the border containing the resilient surfacing). <br /> <br />The final element of this project is the disposition of the existing play equipment at Central Park. <br />This consists of the larger modular structure north of the concession stand, and the stand-alone <br />swing and smaller wood structure south of the concession stand. Last year, the play equipment <br />was replaced at Peltzer Park. Each piece of surplus equipment was advertised in the Ramsey <br />Resident and offered via sealed bids. All the antiquated equipment was sold with the proceeds <br />added in to the park project. (City Attorney Goodrich approved the hold harmless bid form of <br />the equipment sale.) <br /> <br />As indicated, the purpose of this case is two~fold. The first is approval of the design and <br />purchase of the new play structure.
