POLICY ESTABLISHING THE NEED FOR A CERTIFICATE OF GRADING <br /> AND PLACEMENT OF CORNER IRONS <br /> <br />INTRODUCTION <br /> <br />Proper yard drainage can be a source of irritation between neighbors. Subdivisions require <br />approved grading plans, but often flat grades are difficult to achieve without depressions and <br />ponding, and one lot's inappropriate grade can cause ponding onto a neighboring property. It is <br />for this reason that this policy is being established. <br /> <br />POLICY <br /> <br />It shall be the policy of the City of Ramsey, effective January 1, 2000, to require a Certificate <br />prepared by a surveyor registered in the State of Minnesota stating that the lot is the finished <br />grade, including topsoil and sodding or seeding, and is in conformance with the approved <br />grading plan. No Certificate of Occupancy shall be issued between April 30 and November 1 <br />until this certificate is received by the Building Official. During the winter months, an escrow in <br />an amount sufficient to cover the cost of grading and the certificate shall be accepted in lieu of <br />this certificate. <br /> <br /> <br />
