POLICY ESTABLISHING THE NEED FOR A CERTIFICATE OF GRADING
AND PLACEMENT OF CORNER IRONS

INTRODUCTION

Proper yard drainage can be a source of irritation between neighbors. Subdivisions require
approved grading plans, but often flat grades are difficult to achieve without depressions and
ponding, and one lot's inappropriate grade can cause ponding onto a neighboring property. It is
for this reason that this policy is being established.

POLICY

It shall be the policy of the City of Ramsey, effective January 1, 2000, to require a Certificate
prepared by a surveyor registered in the State of Minnesota stating that the lot is the finished
grade, including topsoil and sodding or seeding, and is in conformance with the approved
grading plan. No Certificate of Occupancy shall be issued between April 30 and November 1
until this certificate is received by the Building Official. During the winter months, an escrow in
an amount sufficient to cover the cost of grading and the certificate shall be accepted in lieu of
this certificate.
