Properties <br />13354 Tungsten St. N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Sketch Plan Review - G-B Properties First Addition <br /> <br />Dear Dana: <br /> <br />We are in receipt of your sketch plan (preliminary plat) to replat Lot 1, Block 1, Riverview <br />Estates into two commercial lots. The preliminary plat consists of one sheet prepared by Kemper <br />& Associates, Inc., dated received by the City on December 14, 1998. We offer the following <br />comments: <br /> <br />General and Zoning. The plat is 4.9 acres in size and consists of 2 commercial lots, one of <br />which is currently occupied the Comfort Suites Hotel, and an outlot. The property is zoned <br />B-3 Highway Business. <br /> <br />Lot Sizes and Dimensions. The minimum lot size in the B-3 Highway Business District is <br />1/2 acre. Lot 1 (Comfort Suites) is 3.1 acres, Lot 2 is 1.4 acres. There is also an Outlot A <br />that is .4 acres in size. The minimum lot width is 100 feet and minimum lot depth is 150 <br />feet. Lot 1 and Lot 2 are subject to and meet the 100 foot lot w/dth and 150 foot lot depth <br />requirements. <br /> <br />Access to Lots. The property as currently platted (one lot containing the Comfort Suites <br />Hotel) receives public access from a right turn-in only from Hwy. #10, an access on Sunfish <br />Lake Blvd., and another on Riverdale Drive. The preliminary plat indicates an intent to <br />continue these traffic patterns to service both Lots 1 and 2 via the use of drivewaYs easements <br />after the property is replatted into two lots. This is acceptable to the City. <br /> <br />Drainage and Utility Easements. There is an existing detention pond in the southeast <br />comer of the plat that is proposed to be platted as Outlot A, a separate lot of record. It is the <br />City's policy to require all drainage and utility improvements to be platted as drainage and <br />utility easements on the nearest platted lot, which in this case would be Lot 2; and that outlot <br />designations are reserved for property that is eligible for future development. Staff also <br />understands that the Developers are looking for a way to avoid burdening the owner of Lot 2 <br />with property taxes for perpetuity on a detention ponding area that serves Lot i as well as Lot <br />2. In order to satisfy both the City's policies and the Developers intent, Staff would <br />recommend that the detention pond be shown as a drainage and utility easement on Lot 2 and <br /> <br /> <br />
