CASE

REQUEST FOR SITE PLAN REVIEW;
CASE OF NATIONAL PROPANE
By: Zoning Administrator Sylvia Frolik

Background:

Met-Con Companies has submitted a site plan for the expansion of the National Propane facility
at 7411 Hwy. #10 N.W. with the addition of an 864 square foot accessory building. The
following items are enclosed for your information:

a)
b)
c)
d)

Site location map
Site plan
City Staff review letter dated December 30, 1998
Proposed development permit

Notification:

Site Plans are not required to be subjected to public hearings.
Observations:

The National Propane site currently consists of an 875 square foot office building .and 1,000
square foot accessory building. This proposal is for another 864 square foot accessory building.
The proposed accessory building meets all of the applicable building setback requirements.

Lot or building coverage is restricted to 35% of the lot area; the addition of the accessory
building will increase the lot coverage to 4.1% which is well within City Code restrictions.
Accessory buildings are restricted to 30% of the floor area of the principal building tm/ess
otherwise approved by the City Council. The proposed accessory building is 99% of the size of
the principal building. Because of the nature of the business, it is logical to expect that there will
be more activity and warehouse space required in the loading and unloading area than in the
office building. In addition, there is another accessory building on the site that exceeds the size
of the principal building by 125 square feet, which City Council approved in the past. Therefore,
Staff is recommending approval of the size oft he second accessory building as proposed.

City Code specifies that exterior wall finishes shall consist of natural or prefabricated brick or
stone or pre-cast concrete panels or some other material approved by City Council. The building
exterior on the wall facing Hwy. #I0 is proposed to be rock face block; the other 3 wails are
proposed to be pre-finished metal panels. Staff is recommending that the entire structure be
faced with rock face block in accordance with City Code.

As expansions to existing businesses occur, the City gains the opportunity to review all site
amenities for any upgrades necessary to bring the property into compliance with City Code.
Currently, there is an unscreened dumpster behind the office building. Staff is recommending
that the waste storage area be brought up to Code and be stored within a completely screened
structure or container. The modification must be shown on the site plan.
