REQUEST FOR SITE PLAN REVIEW; CASE OF C.R. CONCRETE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Case <br /> <br />Background: <br /> <br />On September 10, 1998, Rick Burnham applied for site plan apprqval for an office/warehouse on <br />Lot 1, Block 1, HY-10 Ramsey 2na Addition. On September 28, 1998, a 6 month moratorium <br />became effective, which included Mr. Bumham's site, that prohibited any application approvals <br />and development during the comprehensive planning process. At the October, 1998 Planning <br />Commission meeting, a recommendation was forwarded to City Council to reject Mr. Bumham's <br />site plan and uphold the moratorium. At that point, the Comprehensive Plan draft proposed a <br />land use change on the subject site and contained language requiring urban services for <br />commercial/industrial development. At Mr. Bumham's request, the recommendation of the <br />Planning Commission was not presented to'City Council until January, 1999. At that meeting, it <br />was reported by City Staff that the draft Corr/prehensive Plan no longer proposed a land use <br />change for Mr. Burham's site, but.. that the language establishing a policy of <br />commercial/industrial development with urban services was still in the draft. It was also noted <br />.that the moratorium that included Mr. Burnham's site was due to expire at the end of March. <br />The City Council advised Mr. Burnham that he could resubmit his site plan to the Planning <br />Commission and City Council for review and approval, provided he recognizes that the City is <br />under no obligation to approve his plan because the moratorium may be extended and the draft <br />Comprehensive Plan still requires urban services for industrial development (subject site is <br />outside of the Metropolitan Urban Service Area). On February 23, the City Council introduced <br />an ordinance to extend the moratorium another 6 months in order to allow sufficient time for the <br />City to complete the Comprehensive Plan process and adopt official controls to implement the <br />new Plan. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site plan <br />c) City Staff Review Letter dated February 25, 1999 <br /> <br />Observations: <br /> <br />The office/warehouse use is consistent with the permitted uses in the Industrial District. The site <br />is approximately 11 acres in size and the building will be 12,960 square feet in size. This <br />converts to a lot coverage of 2.6% which is well within the 35% lot coverage restriction. The <br />exterior walls of the building are proposed to be pre-cast concrete panels which is in compliance <br />with City Code. The building is proposed to be 24 feet in height, which complies with the Code <br />restriction of 35 feet. <br /> <br /> <br />
