REQUEST FOR SITE PLAN REVIEW; CASE OF KENKO, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Case # <br /> <br />Background: <br /> <br />In 1995, the City of Ramsey approved a site plan for Kenko to build an office and shop on Lot 3, <br />Block 1, HY-10 Ramsey 4t~ Addition and Lot 2, Block 1, HY-10 Ramsey 3ra Addition. That site <br />plan was for an office building, shop and outside equipment storage area. That plan approval <br />expired in 1996 and a one year extension was granted at the applicant's request. No further <br />extensions were requested by the applicant when the site plan approval expired in 1997 and the <br />project did not occur. <br /> <br />Kenko has now approached the City with a new site plan proposal to construct just the office <br />portion of their previous development plan. The following items are enclosed for your <br />information: <br /> <br />a) Site location map <br />b) 1995 Site plan <br />c) 1999 Site plan <br />d) City Staff Review Letter dated February 26, I999 <br /> <br />Observations: <br /> <br />The plan ~roposes to construct a 3,575 square foot office building on Lot 3, Block 1, HY-10 <br />Ramsey 4 Addition. The property is approximately 6.8 acres in size and is restricted to 35% lot <br />coverage; the structure size calculates out to a 1.2% lot coverage. The exterior finish on the front <br />wall is proposed to be a combination of brick and stucco and the other 3 walls will be stucco; this <br />is in compliance with City Code. The building meets all setback requirements. <br /> <br />Access to the facility will be from 147th Avenue to the south, a~oss Lot 2, Block 1, HY-10 3ra <br />Addition, also owned by Kenko. The driveway and parking lot are proposed to be surfaced with <br />bituminous and finished with B-612 concrete curbing. <br /> <br />City Code requires a minimum 20 foot wide landscape area adjacent to public streets. The <br />landscape plan is the same that was proposed for the office area in 1995. It consists of a 40 foot <br />wide landscape area along Armstrong Blvq!. to be developed with a 4 foot berm along the east <br />and northeast comer of the property and filled in with 25 5-foot Pine trees. The trees that were <br />proposed along 147t~ and Ferret in 1995 have been deleted because of the elimination of the shop <br />and outdoor storage area. <br /> <br />The plan is deficient of a waste storage plan and lighting plan. <br /> <br /> <br />
