Any plans to resurrect the shop and/or outdoor storage uses originally proposed for this property <br />will be subject to site plan review. <br /> <br />The subject property is currently under a development moratorium that is due to expire at the end <br />of March. However, the City Council has initiated action to extend that moratorium to <br />September, 1999 to allow time to complete the Comprehensive Plan and adopt official controls <br />to implement the new Plan. The applicant has stated that their proposal to construct the office <br />space is urgent because their lease is being terminated on June 1, 1999. In accordance w/th <br />Council policy, Kenko has submitted a request for exception to the moratorium that has been <br />forwarded to Hoisington Koegler for a recommendation. When Lhe recommendation is received, <br />the request for moratorium exception will be forwarded to Council for a decision. <br /> <br />It is also noted that the future land use map in the draft Comprehensive Plan proposes to retain <br />this site as 'places to work'. However, the draft Plan also contains text that would require urban <br />services for commercial/industrial development. Kenko's site is outside of the Metropolitan <br />Urban Service Area. As with C.R. Concrete, City Staff agreed to process this site plan for <br />Kenko with the understanding that any approvals granted would be contingent upon obtaining an <br />exception to the moratorium and resolution of the urban services issue. <br /> <br />Recommendation: <br /> <br />City Staff would recommend that Kenko's site plan be forwarded to City Council for approval <br />with contingencies. The contingencies would be resolution of the urban services issue and <br />obtaining an exception to the moratorium. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council approve the proposed site plan for Kenko contingent <br />upon expiration of or exception to the moratorium and resolution of the urban services policy <br />issue. <br /> <br />-or~ <br /> <br />Motion to recommend that City Council deny the site plan for Kenko pending completion of the <br />Comprehensive Plan and adoption of official controls to implement the Plan. <br /> <br />Reviewed by: <br />Community Development Director <br />Community Development Assistant <br />City Engineer <br /> <br />PC: 03/02/99 <br /> <br /> <br />
