Site Plan Review: Kenko <br />February 26, 1999 <br />Page 2 of 3 <br /> <br />Architectural Standards: The front wall of the building is proposed to be a <br />combination of brick and stucco and the other 3 walls are proposed to be stucco only. <br />This is in compliance with City Code. <br /> <br />Landscaping and Screening: The plan does comply with the requirement for a 20 foot <br />wide landscape area adjacent to Armstrong Blvd. According to the 1 l"X17" reduction of <br />a Landscape Plan dated 4/27/95, the applicant proposes to construct a four-foot berm <br />along the east and northeast corner of the property and plant approximately 25 Norway <br />Pine trees no less than five feet in height. This is a less intense landscape plan than was <br />proposed in 1995, which may be appropriate because of the elimination of the shop and <br />outdoor storage area originally proposed. However, if the shop and storage area uses are <br />resurrected in the future, an additional site plan review will be required. <br /> <br />Waste Storage: The plan does not indicate any exterior waste enclosure. If one is <br />necessary, the plans should be revised before going to City Council. City Code requires <br />waste storage containers to be located at the side or rear of the building and screened <br />from public view and adjacent properties with privacy fencing or materials to match the <br />principal building. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space for every <br />200 square feet of office floor space; therefore, the City requires the applicant to provide <br />18 parking spaces. The plan proposes to provide 30 parking spaces, including one <br />handicap accessible space (according to the Site Plan prepared by Randahl Construction <br />dated 02/22/99). <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street <br />parking and maneuvering areas are proposed to be surfaced with bituminous paving. The <br />parking surface will be finished with B-6/12 concrete curbing. It appears the proposed <br />parking lot design will meet the City's minimum design/size requirements, although City <br />Staff would like to review to revised site plans that are to scale. City Code requires 300 <br />square feet of standing and maneuvering area per parking space. <br /> <br />Drainage and Grading: A ditch system had been constructed as a part of the HY-10 <br />Ramsey subdivision improvements. This ditch system conveys drainage northward along <br />the western boundary of the site and then eastward along the northern boundary. The <br />drainage from this development flows generally from the southwest to northeast. A <br />sedimentation/detention pond system has been proposed at the northeastern corner of the <br />site, which will discharge into the above mentioned ditch system. At the predevelopment <br />rate, calculations for this system have been previously reviewed and permitted by the <br />Lower Rum River Water Management Organization (LRRWMO). <br /> <br /> <br />
