Preliminary Plat Review: Northfork Itasca Point <br />March 31, 1999 <br />Page 2 of 3 <br /> <br />e <br /> <br />Soils: All of the lots must contain a minimum of 27,225 square feet of Class I soils to be <br />deemed suitable for on site septic systems. The Anoka County Soil Survey shows all soil <br />above the bluff line to be Nymore loamy sand with 2 to 6 percent slopes, which are Class <br />I soils for septic systems. All seven lots have in excess of the required area of Class I <br />soils. <br /> <br />Park Dedication: Park dedication has been satisfied with a previous land dedication in <br />accordance with the May 9, 1989 Northfork Park Dedication Agreement. The Park <br />Commission shall be confu-ming the park dedication at their meeting on April 8. <br /> <br />Streets: The lots are proposed to receive public access via the extension of a public road <br />east off of Andrie Street N.W. The road is a cul-de-sac and exceeds the 600 foot <br />maximum dead-end street length by approximately 400 feet. A variance to the street <br />length will be required and may be scheduled for the May Board of Adjustment. <br />According to the City's street grid, this street should be named 159th Avenue N.W. The <br />preliminary plat proposes to call it Itasca Point Road. This deviation from the street grid <br />will require Council approval. <br /> <br />Drainage and Utility Easements: The standard drainage and utility easements have <br />been provided around the perimeters of the lots, except for along the rear property lines. <br />The final plat must be modified accordingly. <br /> <br />Grading and Drainage: Street drainage is proposed to be collected utilizing catch <br />basins and storm sewer pipe and transmitted to a sedimentation basin located 250 feet <br />from the road at the bottom of the twenty foot bluff line. It will be necessary to <br />periodically remove sediment from this basin. The proposed location will be problematic <br />for such maintenance. It is staff's recommendation that an elongated sedimentation pond <br />be constructed along the property lines of Lots 6 and 7. Calculations should be submitted <br />for these two lots showing sufficient area for a septic system and replacement septic <br />system. <br /> <br />Stormwater Management Fee: The City has enacted a stormwater management fee at a <br />rate of $366.00 per residential lot. Payment of this fee would be required prior to release <br />of the plat for recording at the County. <br /> <br />3/ <br /> <br /> <br />
