8.01.01 Building Code. The Minnesota State Building Code, established pursuant to <br />Minnesota Statutes 16B.59 through 16B.73, one copy of which is on file in the office of the <br />Administrator is hereby adopted as the building code for the City. Such code is hereby <br />incorporated in this city code as completely as if set out in full. <br /> <br />Subdivision 1. The following chapters of the State Building Code shall be <br /> <br />administered by the City: <br /> a. <br /> <br /> Chapters 1300, 1301, 1302 - Code Administration. <br />Chapter 1305 - Adoption of the 1988 Uniform Building Code <br />1305.0100 through 1305.7000, by Reference and State of Minnesota <br />Amendments, Except 1305.6905 Appendix Chapter 38 Section 3808. <br />c. Chapter 1310 - Building Security. <br />d. Chapter 1330 - Fallout Shelters. <br />e. Chapter 1335 - Flood Proofing Regulations. <br />f. Chapter 1340 - Facilities for the Handicapped. <br />g. Chapter 1346 - Adoption of 1988 Uniform Mechanical Code and the <br /> Minnesota amendments. <br />h. Chapter 1350 - Manufactured Homes. <br />i. Chapter 1355 - Plumbing Code. <br />j. Chapter 1360 - Prefabricated Structures. <br />k. Chapter 1365 - Variation of Snow Loads. <br />1. Chapter 1370 - Model Energy Code Amendments. <br />m. Uniform Building Code Chapters 7 and 70 except 6 and 8 of 7003. <br /> <br />8.01.02 Organization and Enforcement. The organization of the Building Department <br />and enforcement of the Code shall be as established by Chapter 2 of the Uniform Building Code <br />1988 Edition. The Code shall be enforced within the incorporated limits of the City, and <br />extraterritorial limits permitted by Minnesota Statutes, 1984. <br /> <br />The Building Department shall be the Building Code Department of the City. The <br />Administrative Authority shall be a State Certified "Building Official". <br /> <br />8.01.03 Permits, Inspections and Fees. <br />a. Building permit fees shall be as provided in the Uniform Building Code and adopted by <br /> resolution annually or as the Council may deem necessary. <br /> <br />1. 1979 U.B.C. Table 3A and Section 304. <br /> <br /> 2. Annual building evaluation data as established by Department of <br /> Administration, Building Codes and Standards Division, 1987 <br /> Valuation Data. <br />Exterior Completion: The exterior finish on all residen~i/~l, commercial, and institutional <br />structures and their accessory buildings shall be completed within one year of the date of <br />the start of the work. Tar paper, unfinished plywood, fiberboard insulation, foam <br />insulation, brown coat or scratch coat of stucco, plastic sheeting and other similar <br />materials not designed to be an exterior fmish shall not be considered an acceptable <br />exterior finish. The Building Official may grant a 90 day extension if there is an unusual <br />hardship, such as bad weather. Further time extensions must be approved by the City <br /> <br /> <br />
